Its likely just the alcohol in the perfume that does the job. It will clean the pores a bit and reduce the infection (kill bacteria) and inflammation in the spot. Some of the scent ingredients may also be antibacterial or anti-inflammatory. This is why the spots tend to shrink.
A better bet is to use a good astringent cream from the chemist or Tea Tree Oil. Try hairspray instead, I've heard of that.
