My fase color complexion is very fair but my hip area is dark with small white spots please tell me any tip?

i think when u wear ur dress around ur hip area is tight for u, may be thats the reason it become black, soo use some soft clothe for u jeans r what ever u wear down, actually ur question is not clear,mail me
